Today's hardest IR problems cross borders and categories: a terrorist network, a warming climate, a refugee movement, or a pandemic cannot be solved by one state or one ministry. This chapter shows how terrorism, climate change, human rights, migration, poverty, and identity politics interact, and why they strain the state-based system.
