State, power, sovereignty, and security are the working vocabulary of International Relations, but each term is contested. A state may be legally sovereign yet unable to control its borders, and power may be military, economic, or the ability to shape what others want. This chapter separates legal, material, and social meanings so that exam definitions do not blur.
