State theory asks what the state is, whose interests it serves, and how much autonomy it has from society and the economy. Marxist, pluralist, elitist and post-colonial theories give rival answers. A concrete test is welfare policy: a pluralist sees competing groups bargaining, a Marxist sees capitalism managed, and a state-centred view sees bureaucrats pursuing their own institutional interests.
