Democratisation is the move toward competitive, rights-based rule, while consolidation is the harder process by which democracy becomes the only game in town. Development theory debates whether democracy helps or hinders growth, and whether underdevelopment is a stage or a product of global structures. Comparing South Korea and many post-colonial states shows why the same growth strategy produced democracy in one setting and prolonged authoritarianism in another.
