Day-to-day library operations turn a budget and a building into a service: books are selected, ordered, received, processed, shelved, lent, recalled and eventually withdrawn, while serials arrive issue by issue and must never silently disappear. Preservation runs through all of this, because a collection that cannot be read in ten years has not really been kept. A missing journal issue found only at binding time shows why control must be continuous, not occasional.
