A library is its people and its budget: skilled, motivated staff working with funds allocated by purpose, not by habit. Human resource management covers who is recruited, how they are trained, appraised and motivated, while financial management covers where money comes from, how it is planned, and how spending is accounted for. A library that buys books but never trains the staff who serve readers has budgeted for stock and neglected service.
