Quality in education is easy to praise and hard to define: is it examination results, or also character, creativity, equity and the joy of learning? Indian and international views increasingly agree that quality means fitness for purpose — achieving stated aims for all learners, not only high scores for a few. Worked example: a school with top examination results but high dropout among poor pupils has quality for some, not quality of the system; a quality judgement must ask who benefits and who is left out.
