Indian education policy is written in committee reports. Each major commission answered the question of its time: the Secondary Education Commission (1953) asked what secondary schooling is for after independence; the Kothari Commission (1964-66) designed the 10+2+3 structure and common school system; the National Policy on Education (1986, revised 1992) set the national system of education. Worked example: when an exam asks which commission recommended the 10+2+3 pattern, the answer is Kothari — and the same commission's report is titled Education and National Development.
