Land, labour and capital markets allocate the three basic factors, and all three have been reformed in India — slowly, because each touches livelihoods and politics. Land reform covers records, tenancy and consolidation; labour reform covers hiring, wages and social security; capital market reform covers how firms raise funds and how investors are protected. Worked example: if digitised land records cut a land dispute's resolution time from 5 years to 1 year, the land becomes usable as collateral sooner, unlocking credit worth the interest saved over 4 years — a concrete gain from a seemingly administrative reform.
